Persisted state transitions for job requirements and submissions with audit trails and activity events.

SLA breaches, interview reminders, BGV/joining alerts, stale requirements, and recruiter inactivity detection.

Subscription lifecycle

Active → past due → grace (read-only) → suspended. Enforced in middleware without code deploys.
